Arbor Court/Elm Court Water Main and Sewer Line Replacement Project Update

The next phase of the BPU’s Arbor Court/Elm Court water main and sewer line replacement project will begin this week. The contractor has informed the City that they will mobilize and begin moving equipment and materials into Elm Court the morning of Thursday, June 24.

Due to the narrowness of the street, all of Elm Court has been designated as “Temporary No Parking” for the duration of the work, which is estimated to last 6-8 weeks. A portion of South Howell Street will also be closed to thru traffic and detoured. Traffic control signs will be installed on or before Thursday.

The project will include the following items of work:

  • Construction of a new 6” water main to replace an undersized 2” water main on Elm Court.
  • Installation of a new fire hydrant at the end of Elm Court.
  • Replacement of found lead service lines at homes previously notified.
  • Construction of a new sanitary sewer main.

Please note the following:

  • Elm Court will be signed as closed to “thru” traffic.
  • Due to the narrowness of the entrance to Elm Court, you may not have access to your homes and driveways/parking lots during the day. We will make every effort to have the road accessible at the end of the day but this may not always be possible.
  • You will not be able to park on Elm Court at any time during the project. The police have been notified of the need for residents to park overnight on adjacent streets.
  • Do not park in any private parking lots as you will be subject to their towing policies at your own risk.
  • If you have access to your drive in the evening note that you must have your car removed from Elm Court prior to 7 a.m. each day as that is the contractor’s start time. Should you not get your car out before 7 a.m. we may not be able to get you out as the water main and sewer trenches are quite deep and will encompass the entire width of the entrance road.

We understand these types of construction projects can be frustrating, but we ask that you try to remain tolerant of the workers during this time. The laborers do not set schedules and they are trying to complete their work in a timely and expedient manner.
