The manner in which bids will be received has been modified. Bids may be mailed to the
City Clerk’s office or they shall be delivered to the clerk’s office between 1:00 p.m. and
1:30 p.m. on April 16, 2020 per the enclosed Advertisement For Proposals that has been
modified as part of Addendum 2.
BASIS OF PROPOSALS: Bids are solicited on a Lump Sum basis.
PROJECT DESCRIPTION: Site improvements to the Hillsdale BPU building frontage located
at 45 Monroe Street. Base bid to include removal and
replacement of parking lot asphalt paving with concrete paving,
concrete sidewalks and curb and gutter. There are two alternates.
Alternate No. 1 calls for hot mix asphalt paving in lieu of base bid
concrete paving in areas as illustrated on the plan. Alternate No. 2
calls for the construction of an exterior concrete entry ramp
leading onto the administration building.
BID SECURITY: Each Proposal shall be accompanied by a cashier’s check,
certified check, money order or bid bond, payable to the
OWNER, in an amount not less than five percent (5%) of the
amount of the Proposal, as a Bid Security. The Bid Security of
the Bidders under consideration will be returned after approval of
the Contract by the OWNER. All others will be returned within
48 hours after the Proposal opening.
CONTRACT SECURITY: The successful Bidder may be required to furnish satisfactory
Performance Bond, Labor and Material and Maintenance Bond in
the amount of One Hundred Percent (100%) at the discretion of
the Owner. Satisfactory insurance coverage will also be required.

DOCUMENT FEE: Documents shall be available for pick-up beginning the afternoon
of March 12, 2020 and shall also be forwarded to the above-listed
advertising agencies on the same date. Documents will not be
available at the BPU or City offices. Prospective bidders shall
contact MT Engineering, LLC (MTE) at in advance (517) 437-
4283 to make arrangements for Contract Document pick-up. Hard
Copies of Contract Documents will be made available for a nonrefundable
check payment of twenty Five Dollars ($25.00).
Electronic copies can be provided at no cost to potential bidders.
PROPOSAL WITHDRAWAL: Withdrawal of any Proposal is prohibited for a period of 30 days
after the actual date of the opening thereof.
OWNER’S RIGHTS: The OWNER reserves the right to accept any Proposal, to reject
any or all Proposals, and to waive any irregularities in any
Proposal, in the interest of the OWNER.

and Title 49, Code of Federal Regulations, hereby notifies all
